    MONTGOMERY, Ala. (AP) – Alabama children with physical disabilities are being
    unnecessarily institutionalized in nursing homes, the U.S.
    Justice Department said Thursday, warning it would file suit against
    the state unless changes are made to allow more of these children to live at
    home.

    A Justice Department investigation found Alabama is violating the requirement of the Americans with Disabilities Act to
    administer services to individuals with disabilities in the setting
    most appropriate to the person´s needs.

    “Many children with physical disabilities in Alabama are unnecessarily institutionalized or are at serious risk of unnecessary institutionalization,” Assistant U.S.
    Attorney General Kristen Clarke wrote to state officials.

    Clarke announced the probe’s findings in a letter to the Alabama Department of Human Resources, the Alabama Medicaid Agency and the Alabama Department of Senior Services.
    It listed changes the state should make to provide more community services and
    threatened a federal lawsuit if action isn’t taken.

    Alabama´s Gov. Kay Ivey´s office referred questions
    to the state agencies. The Department of Human Resources did not immediately
    respond to an email Thursday seeking comment.

    The federal investigation found that Alabama policies effectively limit community-based services, or long-term support services,
    which allow children with physical disabilities to live
    at home.

    Federal officials said the state has not adequately developed its
    community-based workforce. The Justice Department also said Alabama fails to
    support foster parents who care for, or are considering
    caring for, children with physical disabilities.

    Alabama parents too often face a difficult choice of sending their children to
    nursing homes for life or quitting their jobs to become full-time caregivers, the Justice
    Department wrote.

    “Some children who could otherwise be cared for in family homes have spent their formative years growing up in nursing homes, separated from their families and communities. Others live on the brink of such institutionalization, as their families struggle physically, financially, and emotionally to keep them at home,” Clarke wrote.

    P.J. Alexander said he and his wife were one of those Alabama families.
    Their son Kyle was born with a complex set of medical issues, including
    genetic conditions and cerebral palsy.

    “We were able to keep him at home, just barely,” he said.

    They had considered moving to another state that provides more resources for
    families caring for profoundly disabled children. Kyle passed away
    suddenly Nov. 25 at age 10 from cardiac failure, Alexander said.

    “He was such a happy boy, he´d always smile. For someone who had so many struggles,” Alexander said.

    SUEZ, Egypt Dec 11 (Reuters) – Egyptians, some arriving on buses
    or stationed waving national flags outside polling stations, voted on Monday in the second of three days in a presidential election in which Abdel
    Fattah al-Sisi is expected to sweep to a third, six-year term.

    Many have shown little interest or knowledge about the
    election, which is being held amid a grinding economic crisis and war on Egypt’s border in the Gaza Strip.

    Authorities and commentators on tightly controlled local media have been urging people to vote out of national duty.

    Crowds have appeared at polling stations where patriotic music is blasted through loudspeakers, though other
    polling stations observed by Reuters reporters appeared
    quiet.

    Critics call the election a sham after a decade-long crackdown on dissent.

    The government’s media body has said it is a step towards political pluralism, and authorities have denied violations of electoral rules.

    “Voting is our duty and it is the least we can do for country especially during these critical times and with the developments happening around the world,” said Passant Tarek, a 27-year-old
    dentist casting her ballot in Suez, 125 km (78 miles) east of Cairo.

    Plainclothes police have been heavily deployed.
    A Reuters reporter heard one plainclothes officer in Suez giving instructions for people
    to be filmed with flags in front of all polling stations.
    Others shepherded middle-aged and elderly women into mini-buses.

    In the capital and in Suez, Reuters reporters saw
    people lining up for extended periods outside polling stations.

    Some said they had already voted and were there to show their support
    for the country.

    ONION PRICES

    Egypt’s fast-growing population of 105 million is struggling with soaring
    prices and other economic pressures, though official headline inflation has
    dipped slightly from record levels to 34.6% in November.

    Some voters say that, while they had to find ways to adjust to rising prices, it was only Sisi and
    the military that could provide security. Sisi, a former army chief, became president in 2014, a year after
    leading the ouster of Egypt’s first democratically elected president following protests against his rule, and was re-elected in 2018.
    He won both polls with 97% of the vote.

    While some complain that the state has prioritised costly mega-projects while taking
    on more debt, others express admiration for the vast network of roads
    and bridges built in recent years and a new capital city under construction in the
    desert.

    In Giza’s working class district of Imbaba, about 30 women sat outside a
    polling station with ink stains on their fingers, indicating they had voted.
    They were occasionally urged by one woman to wave national flags and show enthusiasm.

    She said the music was being played to celebrate support for
    Sisi and his achievements for Egypt, which she said was doing better than war-ravaged Gaza despite rising living costs.

    “Just bring down the price of onions,” one woman shouted.
    Another, weeping, explained that she had to beg to provide for a bedridden husband and three children, before being ushered back into
    line.

    BUSES

    On Sunday, a Reuters reporter saw bags of flour, rice and other basic commodities being handed out to people who voted near another polling station in Giza.

    Diaa Rashwan, head of Egypt’s state media body, said any provision of money or goods in return for
    votes was a criminal offence, punishable by fines or prison. There was no evidence of people being obliged to wait outside
    polling stations, and those who chose to do so out of support for a
    candidate were acting within their rights, he said.

    Reuters reporters also saw employees of three companies being brought on buses to vote.
    Rashwan said companies may have provided buses to facilitate voting by their employees.

    The National Election Authority said turnout on the first two days
    of voting had reached about 45%, and that voting had proceeded in a regular manner.

    Voting runs from 9 a.m. until 9 p.m. (0700-1900 GMT) and concludes on Tuesday, with results due on Dec.
    18.

    This week Mr Chetiyawardana posted a message on social
    media in which he explained that the bar will soon be ‘killed off’ and
    reborn on the same site with the same team but as a reinvented
    concept. 

    Overall, London celebrates 10 bars on the 2018 list, welcoming four newcomers –
    Scout (No.28), Three Sheets (No.29), Swift (No.46) and Coupette (No.18), which also wins the Best
    New Opening Award, sponsored by Thomas Henry.

    Connaught Bar (No.5) also receives the Heering Legend of the
    List title, which recognises the bar that has performed most consistently over the 10-year history of the list.
    Last year’s No.1, American Bar at The Savoy, now claims the No.2 position, while established London destinations including Bar Termini (No.6), Oriole (No.17) and Happiness Forgets (No.35)
    also remain on the list.

    The US boasts 10 bars on the list with The NoMad (No.4) in New York crowned Best
    Bar in North America sponsored by Michter’s Distillery, for the second consecutive year.
    New York’s Dante cracks the top 10, climbing seven places to No.9, while Employees Only jumps 11 places back to
    No.26. The city’s impressive line-up is completed by Attaboy (No.15), The Dead Rabbit (No.16),
    and BlackTail (No.41).

    San Francisco is represented by two bars: Tommy’s (No.40) and Trick Dog (No.44).
    Chicago celebrates a new entry on to the list with the
    debut of Lost Lake at No.50. Miami’s Sweet Liberty
    climbs six places to No.21 with the industry paying special tribute to John Lermayer, one of
    its founders who sadly passed away earlier this year, with the Industry Icon Award, sponsored by Seedlip.

    Spain also has plenty to celebrate this year with two new entries on the list.
    Paradiso from Barcelona enters the top 50 at No.37, having been named
    the One To Watch in 2017, while Salmon Guru from Madrid
    enters at No.47 – a significant jump following its debut at No.82 in 2017.

    The city of Paris is represented by three bars again this year
    with Le Syndicat jumping an impressive 10 places to No.24.

    Little Red Door now sits at No.33 and Candelaria at No.42.

    Miami’s Sweet Liberty, pictured, climbs six places to No.21 with the
    industry paying special tribute to John Lermayer, one of its founders who sadly passed away earlier this year, with the Industry Icon Award,
    sponsored by Seedlip

    Sweet Liberty’s interior is definitely on the hip side
    – it’s an industrial twist on the classic sixties diner theme

    San Francisco is represented in the top 50 list by two bars:

    Chicago celebrates a new entry on to the list with the debut of Lost Lake,

    Singapore leads Asia’s ranking with five bars featured. Manhattan (No.3) enters
    the top three and claims the title of Best Bar in Asia, sponsored by Hennessy.
    Singapore is also represented by Atlas (No.8), Operation Dagger (No.23) and
    28 HongKong Street (No.34), while Native jumps 34 places to No.13 to take
    the Highest Climber Award, sponsored by Nikka Whisky. 

    To add to the city-state’s accolades, Singapore-based bartender Joe Schofield,
    recently of Tippling Club (No.58) and now heading the Sensorium project, has been named the Altos Bartenders’ Bartender for his ground-breaking flavour developments.

    La Factoría in Old San Juan, Puerto Rico, comes in at No.36,
    while Mexico City’s Licorería Limantour climbs to
    an impressive No.11. Fifty Mils, also located in the Mexican capital, enters the ranking at No.45.

    Florería Atlántico (No.14) from Buenos Aires, Argentina,
    is named Best Bar in South America, sponsored by Asahi. Joining the success in South America is
    Carnaval in Lima, Peru (No.68), which takes home the Campari One To Watch Award.
